Another reason is because of a flawed installation of Norton Antivirus. The use of ccApp.exe is a bad implementation by Symantec and is as big a problem as the problems it is designed to protect against. A solution to this is only to wait until this host file, ccApp.exe shuts down the applications that are running. The wait is even longer when shut down takes place, especially if the start up was incomplete after the previous shut down. Also another way to deal with this error is to completely uninstall it and reinstall it again, or use another anti-virus.
